Guo Honggang is a rural mail carrier of Xingtai Postal Branch in Hebei province. This is the fourth year he has served as a deputy to the National People’s Congress (NPC), during which he has turned his mail route into a path for understanding people’s worries and concerns.
He visited villages and farmers repeatedly to gain a clear understanding of the real conditions of the parcel, express and logistics services in rural areas. He found that village-level comprehensive service stations had become the infrastructure project for rural revitalization. With these stations, villagers no longer need to leave their villages to pick up their parcels, access government services, make purchases and enjoy financial services, their visions being gradually turned into reality.
During his research, Guo identified some other pressing issues that needed immediate attention. Postal infrastructure in some villages remained weak. Mailboxes in many residential communities were dilapidated and functionally limited, making it difficult to meet people’s needs for parcel-dominated postal services. Therefore, he submitted the proposal for promoting the development of rural mail delivery and logistics system at the NPC session last year, calling for the establishment of public welfare positions at village-level comprehensive service stations and promoting the deployment of smart parcel lockers in communities.
His proposal received positive responses and was put into effective implementation. By the end of 2025, Xingtai Postal Branch had achieved phased results in extending express services to villages. It had launched express services in 66 administrative villages, helping forward a daily average of about 1,200 express items for private couriers, with a cumulative forwarding volume of 190,400 items. It had built a total of 112 bus mail stations, and opened 54 bus-mail cooperation lines. All these changes are a vivid testament to his fulfilment of duties.
